Quad Sata Top hat not recognised

I’ve put the kit together and followed all the steps in this thread:

The top hat (fan and screen) doesn’t work.

i2cdetect doesn’t see anything connected to the GPIO pins.

The 8 pin cable from the top to bottom hat is connected, GPIO connector is fully seated, USB ports are connected (I don’t think that matters). Everything except the fan, screen and button on the top is working.

I’ve reinstalled the drivers multiple times and followed troubleshooting from every thread in this forum.

I’m on a Pi 4, 4GB RAM running Raspberry OS Lite. Other than the rockpi software, I installed OMV. The rock pi service is running.

What can I do to get the Pi to see the top hat?

The top board may be broken, please contact Allnet for a replacement. I’m sorry for the bad experience.
