No display driver

I have followed this post


and when I try to install the recommended driver

win64_15.40.46.5144.exe

I get the error
‘The computer does not meet the minimum requirements for installing the software’
And yes, I did go to the Local policy editor and disable every option for ‘prevent installing devices…’. I rebooted and still the same error.
In fact, device manager does not show a category for display adapters. And there are no devices that are uninstalled or have yellow triangles or blue question marks.

In fact, installing device drivers on this box has been an adventure. I have to update windows multiple times before I could get the device drivers from the archive to install.
I had to update to the latest 20H2 build 19042.906 to get the drivers to install.

So what is the problem? Does windows think this is a spy box from china?

I also tried using the Intel Driver and Support Assistant.
It correctly identifies the Rock PI X
