Why 3 settings app on Android 9?

I can see “Droid Settings”, “Settings” (with green icon) and “Settings” (with white icon).

Android is a versatile operating system that allows you to perform many tasks by touching the screen. To access the Settings menu in your phone, tap on the Settings icon located at the top left of your screen whenever you open an app or want to change settings. Then select “Settings” (with green icon) or “Settings” (with white icon).
