Test device fail

I tried to flash ROCK3 CM3 with instructions here https://wiki.radxa.com/Rock3/installusb-install-radxa-cm3-rpi-cm4-io. At first try everything was perfect. But when I connect CM3 module to HDMI, I did not see anything on the screen.

Then I tried to flash CM3 again with same instructions but now it says Test Device Fails. You can see the image below. What can be the reason for that?

the address of the image needs to be all zeros so 0x0…

I did that but still have the same issue. I also can not read the Flash ID or other properties. After first successful flash I could not do anything.
