I found after some troubleshooting that my Penta SATA Hat is missing a jumper from pin 33 of the 40pin connection to pin 8 of the 2x5 PHD header.
Basically, if you are trying to control a FAN or other PWM device via pin 8 on the hat, it will not work because it is not physically connected.
You can solder a jumper wire and complete the connection, or if you have a 0 ohm SMD resistor, it will also work.
Here is the back of the board and the missing jumper marked in red.
Check yours if PWM is not working and there is no signal out of the pin 8.
