Rock Pi 4C Android USB GPS, Trigger USB Port on/off

Hello my fellow tinkerer’s

Ok I have a RockPi 4C running on the Android OS and i am using a BU-353s4 USB GPS dongle with it. i have it parsing he GPS coordinates to the apps by using USB-GPS app for android to do this. the caveat to this app is that i have to unplug the GPS receiver and plug it back in for to recognize the dongle at startup. i am planning on turning this into a CarPC of some sorts and would like to just have the GPS always connected and not have to replug it in every time i start it up. So here my questions to you guys as i am a very big newb at this.

  1. is there a way to create a script at startup to disable and then enable the USB port this device will be connected to so the app will see it at startup? If so, i may need some detailed instructions on this.

  2. is there any one that has experience on using a different USB or Bluetooth GPS receiver with the Android OS and getting to work with the other GPS apps.
