PoE Hat fan not working with NVMe

The PoE fan will come on using a microSD, but not with the NVMe ssd. Both are using the same image (Ubuntu server) and followed the exact same steps in the guide. I tried with a fresh install of Ubuntu but ended with same results. I also tried booting powered through the usb-c port, thinking that the fan still might come on, but ended with same results.

What’s a good way to troubleshoot this?

Check when booting from the NVMe, the /boot partition, if the hw_conf file is updated to use the PoE HAT gpio. This is because when installing the poe package, the install scripts will modify the hw_conf file, if you put the image in NVMe, make sure the /boot in NVMe is also updated.
