noexec or nodev issue

Hi

I met “noexec or nodev issue” which is describe in rootfs/readme.md.
What does it mean for “Solution: mount -o remount,exec,dev xxx (xxx is the mount place), then rebuild it.”
Can you describe it in more detail?
