New-Build Buster Not Reads uEnv.txt

New-Build Buster(kernel:4.4.143-57-rockchip-g4b8d0571d76e) still reads ‘hw_intfc.conf’ in stead of ‘uEnv.txt’, though the GPIOs seem to be working.

Do I have to set up something?
