IoT Hat will not power on but works OOB on RPI 3 B+/4, et al

I am having trouble with an IoT Hat from SixFab, it works fine on Raspberry PI 3/4 and multiple distros.

On the RockPi4 B+ v1.73, I see a power led indication briefly when I connect usb-c power and it falls off within ~ 1 second. Here are the technical details for the HAT:

Do I need to set the pinout in a .cfg file or should this device come up along with the RockPi 4 B+ v.173 at boot?

What power adapter are you using? Does the PSU support USB PD or QC with 9V or 12V?

I am using a 9v 1.67a /5v 2.0a power adapter.

I do not think the adapter is the issue, the Rock Pi itself boots up fine but the hat is not being delivered power from the 40-pin gpio.

Please correct me thoughts if a specific power adapter is required.

Do I need to specify power in a config/boot file to deliver 5v via gpio?

I see there is a MINI PCIe connector, did you connect the card when booting?
