I have a Rock pi 4c plus and when i plug in an hdmi cable into the 4k port it does not work but when i plug in the hdmi cable into the other port(i think it is the 2k port) it then works. Also when i plug it in the 2k hdmi port it works fine unless i was watching a video. What happens is when i use the 2k port it plays the video for like 1 second then stops outputting the display signal and then after like 8 seconds it turns back on still how it was before but it likes just keeps doing it every 2 seconds and it only happens when i watch any video.
