Hat Top Noctua Fan

I replaced the stock fan on the hat top with oled screen with a Noctua PWM and wired it as mentioned by other users. The fan runs and is able to stop but it’s spinning pretty slow and doesn’t spin faster when at 100% or 25% as set by default in config file. Is there something I need to change to get it to work properly?

I’m new to this, but I am thinking to replace the stock fan with Noctua too.
could you please link me the guidance to wire the PWM fan? I’m asking since my top board fan clearly utilizes a 3 pin which is associated with DC fans. Yes I know there is a PWM signal in the 10 pin connector with the HAT but, yet, I cant figure out why shoud I rewire PWM fan instead of buying a DC fan instead. It would be better if next revision of the bord had a 4 pin on the board.

If Noctua is running slower than expected there is good likelihood that the12 V Version is on PIs 5 V, because Noctua 12V and 5V looks quite same and therefore can be simply mixed up on ordering.

As here are no PC mainboard sockets used, 3 wire is capable for PWM (Voltage, GND and PWM), it is just the RPM wire missing.
