This is well known issue,
HAT was designed and released much earlier than pi5 so there was no way to make it compatible with future product 
Either use different active cooler (there are bunch of them available),
small gpio extender (You should have enough pcie flex)
or just rip off part of heatsink near 12DC plug, like here on photos: Penta SATA HAT is now available
