Can the Rock Pi S with 1GB Flash be used as hotspot?

I was wondering if it was possible to use the rock pi S with 1GB flash and 512 MB of ram to use a hotspot?
I need the rock pi s to set up its own network with a captive portal and run a simple web server where users will be redirected to.
