Can’t change bitrate on video with gstreamer and Rockchip mpp encoder

Hello
i have rockchip 5 and i need to get video from hdmi in a different bitrate. I use gstreamer and mpph264enc for this. The video runs without problems. But when I set a different bitrate, it doesn’t change it. Can you help and tell me what the problem is?
