I have limited experience with Linux but I am willing to spend some time on it.
I know OpenHab can be put on the Raspberry Pi (raspbian…) so I imagine it should be relatively simple to put on the Rock Pi 4.
What OS would be the best: Armbian, Debian or Ubuntu??

Quick guide:
If you need Desktop and don’t need something newer than 2016y packages - go Debian
If you don’t need Desktop - go Ubuntu
If you need Desktop and some extra utilities go Armbian from wiki
If you need Desktop AND Bionic uhuntu - you need to install xubuntu-desktop on server image or wait until Armbian will release their own image for rockpi
